The Scranton Lackawanna Human Development Agency (SLHDA) has been closely monitoring the COVID-19 pandemic in our service areas.  Staff at SLHDA have been in constant contact with County government officials and the Office of Head Start to ensure our programs and services will continue to meet our families most basic needs during this crisis.  Only essential staff will be available during this time of the COVID-19 pandemic. Should you need essential services, please use our website for immediate assistance and leave messages via phone for the following departments.  SLHDA is retrieving messages remotely and this may result in a delayed response.


  • Early Learning Program's 

  • TEFAP distributions are being coordinated with area food banks and will continue to serve the need of providing food during these difficult times.

  • Work Ready:  Those currently unemployed needing work skills training or help adapting to the new normal that meet the income guidelines, should contact Trish at for assistance.  

  • Veterans Resources:  SLHDA has canceled the spring Stand Down Event due to COVID-19 and are planning a late summer/early fall event to help our area Veterans with free services.  More information will be forthcoming in the near future. 

  • Weatherization Services:  SLHDA is currently accepting applications for weatherization services remotely.  People interested in these services should contact the following people for services relating to the specific program.

  • Identigo Finger Printing Services:  Is currently reopen on temporary hours.  People interested in fingerprinting and TSA clearances need to contact Identigo website to make an appointment.  Walk-ins will not be accepted at this time.  People are required to wear masks and practice social distancing.  

    • Temporary Hours:

      • ​State clearances open Tuesday, Wednesday and Thursday from 8:30AM - 12:30 PM.

      • TSA federal open Wednesday 1:00 PM - 4:00 PM. 

    • Please visit the Identogo website at to make an appointment, no walk in's until further notice.
