WORKFORCE INVESTMENT ACT
The Workforce Investment Act is a Federally mandated program designed
to provide employment and training services throughout the country. The
Commonwealth of Pennsylvania has established a One-Stop system of
service delivery coordinated through the local sites called "CareerLink"
Centers. The Lackawanna County CareerLink is located at 135 Franklin Avenue
in downtown Scranton. The Scranton-Lackawanna Human Development Agency, Inc. has
been appointed by the Lackawanna County Commissioners as the Fiscal Agent for all
Workforce Investment Act Activities.

There are five main groups of job seekers allowable for service under the
Workforce Investment Act. These are:
- Adults (economically disadvantaged individuals)
- Dislocated Workers (Loss of job due to company closing or down sizing)
- Incumbent Worker (working but earning a self or family sustaining wage)
- In-School Youth (age 14-19; usually enrolled in full-time school)
- Out-of-School Youth(age 19-21)
The following types of services are available to all individuals meeting
qualifications for the categories listed above, unless specifically designated
otherwise:
